My iPad mini won't open Photos it just goes black and then reverts to home screen

My iPad mini has stopped opening Photos. It has never done this. I closed every open app, tried turning it off, neither of those worked. I can choose the icon, there's a pause as the home screen closes and then it opens right back up again.
